LIBRARY CARD POLICY:
1. Residents wishing to obtain a library card must present a valid Driver’s
License with current address, valid State ID with current address or current government issued photo ID. If the address is not current, they must present one of the following showing current address:
- Valid Voter’s Registration card
- Utility bill issued within the last 60 days
- Bank statement issued within the last 60 days
- Valid current government issued ID (e.g. military ID, passport)
- Property Tax receipt
2. If they do not reside in the library’s taxing district but do own real property in the library’s taxing district, they must present current tax bill or a deed to the property.
3. The application for a child under the age of 18 must be completed by a parent or legal guardian (who must prove residency). The child must be 5 years old to receive a library card.
4. Library cards will be issued to home bound or disabled citizens of Patoka
Township. They will follow all the criteria of a regular patron except their
checkout of material will be for 30 days.
5. The Library Board will set subscription fees for non-library district residents
not living in an area supported by another library. Only full year subscriptions for an individual or household will be sold. Each member of the household will receive a card that will be good for one year. They have full EVERGREEN privileges.
6. Non-resident students (K-12) who reside within the North Gibson School
District, who are not currently included in a subscription household card, are
eligible for a complimentary one-year, renewable library card entitling the
student to all rights and privileges of this library only.
7. Reciprocal borrowers will receive a library card by showing valid proof—a
current library card from their home library and photo ID. The card will be
valid at this library only.
8. Library card replacement fee will be $2.00 and valid photo is required.
9. The Public Library Access Card (PLAC) is available to any adult patron, with a
membership, who wishes to use any other library that does not have a reciprocal agreement with the Princeton Public Library. The patron must purchase this card, which is valid for one year, at the amount set annually by the state. You may purchase a PLAC from your home library only.

RULES FOR USE OF THE LIBRARY:
1. Materials can only be borrowed if you have a valid membership and are in good standing.
2. All reciprocal borrowers must hold a valid library card from their home library to borrow materials from the library. Reciprocal borrowers may use the holds list but they may not use our inter- library loan service.
3. Materials on reserve cannot be renewed. Other materials may be renewed once. Renewals may be made by phone, in person and on line.
4. Anyone having 15 overdue materials or a fine of $10.00 will lose all library privileges until the material is return or the fine is paid.
5. Patrons can make comments or suggestions by picking up a form at the Suggestion Box. The Director will view any signed complaints and will contact the patron to see if a reasonable solution can be achieved.

APPROPRIATE BEHAVIOR IN THE LIBRARY:
The Board of Trustees and the library staff expect patrons to maintain an acceptable standard of conduct on the library premises. Individuals who create disorder in any of the following situations will be removed from the library and its grounds for a period of time or for life based on the severity of the behavior.
• Any situation in which the actions of a person present an imminent danger to the life or safety of others or for molestation on the library premises.
The person will be banned from the library and grounds for no less than one year up to lifetime banning.
• Any situation in which a person is observed in a state of public intoxication, involving drinking or solicitation, or attempting to steal, destroy, or vandalize library property or the property of another patron
The person will be banned from the library and grounds for not less than one month. In addition, the person will be billed for the damages and will not be allowed to use the library until payment is made.
• Any situation in which a person’s behavior is inappropriate to the intended legally constituted use of the library including but not limited to: loitering, gambling, voyeurism, smoking, using obscene language, or eating.
The person will be warned verbally that his/her behavior is not appropriate. If the person continues in that behavior, the person will be asked to leave the library and grounds. If the staff member deems the behavior minor offense (i.e. use of inappropriate language or loudness) the person maybe banned for 24 hours for the first time, 2nd time for 3 days, and 3rd time one week. Each time the person misbehaves after the 3rd occurrence an additional week will be added to the total (the 4th occurrence would be 4 weeks).
• Any situation in which a person willfully and purposely disturbs the staff or other patrons or behaves in any way disruptive to the legitimate operation of the library.
After the person has been warned, the person will be banned for no less than one week for the first offense. If the person returns, and his/her behavior disrupts the library operation, he/she will be banned for month or a longer period of time based on the discretion of the director.
• An individual may be banned due to his/her inappropriate behavior on the library grounds including but not limited to loitering, using obscene language, blocking entrances to the library, behaving in a way that could result in injury to the person or others.
The person will be warned once. After the first warning the staff will ban the person based on the severity of the behavior following the guidelines for misbehavior inside the building.
• A written notice will be sent to the individual who is banned or to his/her parents if the individual is a minor if the individual is banned for more than 24 hours.
• If an individual refuses to leave the library and its grounds, the police will be contacted.
The guidelines listed above are only suggested guidelines in regards to length of banning from the library. Library staff has the right to set the length of banning except for lifetime banning of an individual. The library director is the only one who can ban an individual for life or rescind the banning. The library staff enjoys treating their patrons with respect and expects to be respectfully treated by patrons in return. Any problems should be brought to the attention of the Director as soon as possible.

CELL PHONE POLICY:
1. Cell phones are to be set on vibrate or turned off except for emergency personnel.
2. Cell phone calls are to be answered outside the building or in the vestibule.

TELEPHONE USAGE BY THE PUBLC:
1. The library’s telephones may be used by youth to call their parents for a ride home or to check in with them. The number dialed may be a cell phone number.
2. Adults may use the telephone for local, quick emergency calls and to procure transportation home.
3. The library staff will not be responsible for conveying messages to individuals who may be using or will be using the library.
4. If the library receives a telephone call from a parent or child seeking their child or parent, the staff will attempt to verify that the person is here and allow them to talk to the individual.
5. The Princeton Public Library telephones are not to be used by the public for social networking or chatting.

1. Only certified service animals are allowed inside the library unless they are a part of a library program. The service animal must be identifiable either by service emblem, equipment or certificate.

1. Children are welcome in our library; however, we are concerned about their safety and welfare. Furthermore, parents and caregivers are responsible for monitoring their activities and for regulating the behavior of their children while the children are in the library.
2. If an unattended child is being disruptive, is habitually left unattended for long periods of time, or is deemed to be at risk of coming to harm (as in the case of a child being left unattended when the library is ready to close), an effort will be made to locate the responsible parent, guardian, or caregiver. If necessary, appropriate law enforcement or child protective authorities will be notified to take custody of the child.
3. We respect the privacy of library patrons and will intervene only when, in the opinion of the library staff, the safety and well being of a child is threatened.

MEETING ROOM AND PROGRAM POLICY:
The library meeting room is available for public gatherings of non-profit civic, cultural, or educational meetings.
1. Library programming or meetings take precedence over any outside programs or meetings.
2. Senior library staff personnel have the authority to terminate disruptive meetings.
3. Food and drinks will be allowed in the meeting room. No alcoholic beverages will be allowed on the premises.
4. Groups using the room are not to charge a fee for attendance at meetings.
5. The library reserves the right to charge a fee to cover the cost of handout material at its programs.
6. Authors/performers may sell copies of their books or audio recordings during their program only.
7. The library will not store or sell items for any organization other than the Friends of the Princeton Public Library. The library may have available order slips or ordering information for library- related materials to this area.
8. No smoking is allowed in the library.
9. Groups using the room must assume responsibility for leaving the room in a clean and orderly condition and for any damage to the room or its contents.
10. Groups may meet only during the hours the library is open to the public.
11. Children’s groups may use the room provided they are supervised by one or more adult sponsors.
12. The Library Board of Trustees and the Library Director reserve the right to deny permission for use of the room.
13. Use of the library’s meeting room does not constitute an endorsement of any organization’s policies or beliefs.

2. In case of bad weather, the Director, after conferring with the Board President or another designated Board member, will make the decision concerning early closure or not opening the library. WRAY will be notified of this decision to broadcast it to the public.
3. No fine will be incurred on any day that the library is closed.

- All materials may be borrowed for a 14-day period and may be renewed once for an additional 14-day period if no one is waiting for the item. There is a limit of 100 items per card system wide of which only 10 can be DVDs or videocassettes per card.
- The Princeton Public Library will not be held responsible for any damage to a VCR, tape player, DVD player or CD player caused by a video, audiocassette, DVD or CD.
- Parent/guardian will have the authority to restrict their children from checking out R rated DVD or Video cassettes.
- Fines are $.25 per day. Fines are only assessed for the days the library is open. There will be a one-day grace period. The one day grace period is factored into the final fine total. Fines are capped at $10.00 per item.
- Fees will be assessed for damaged items to cover the repair. This includes audiocassettes, videos, and CD’s. Charges cannot exceed the replacement cost of the item.
- If the item is lost or is damaged beyond repair, the patron will pay for the cost of the item, plus any fines incurred and a $10.00 processing fee. If the item is later found the item is theirs. There is no refund.
- Titles or subject materials not available in the library may be requested through interlibrary loan. One must be 16 years of age in order to request interlibrary loan materials.
- If there is a photocopy fee charged for the interlibrary loan material or if the item is sent by mail, the patron requesting the material will pay those charges.
- The library maintains a reserve book list as a service to its patrons. No one will automatically be put on the list for any book. All patrons must specifically ask to be put on the list for each title. This may be done in person, over the phone, or by patron through his/her online library account.
- When a patron’s name comes up on the reserve list, we will try to contact the person by e-mail. If the person does not have an e-mail account, the library staff will try at various times during the day for three days to contact him/her. If there is no answer, he/she will be passed to the bottom of the list. Messages left on answering machines or given to someone answering the patron’s phone will be considered a notification. If there is no valid telephone number, the library will send a written notice to the patron.
- If the item is not picked up, the person will be removed from the list. A total of five days from the time the patron’s name comes up on the reserve list and the time the item is picked up is all that may lapse. No reserve books can be renewed.
- If a patron owes $10.00 or more in fines/fees or has 15 or more items overdue system wide, his/her borrowing privileges will be suspended.
- If the patron has given us a e-mail address, he/she will be notified by e-mail three days in advance of the item(s) due date and on the date they are due.
- After checking the shelves to ensure materials did not get shelved without being checked in, anyone having overdue library materials will be notified on the following schedule:
• One week overdue phone call or letter
• 14 days (2 weeks) overdue phone call or letter
• 28 days (4 weeks) overdue Letter
• 45 days Final notice will be sent detailing the
cost of the item, fine incurred, and
- If a patron strongly believes the materials have been returned, his or her
word will be accepted three times even though the materials cannot be located in the library. After the third time, the patron will be assessed the price of the item.
RECONSIDERATION OF MATERIALS:
Patrons who wish to lodge a complaint about a library item or request the withdrawal of a title from the collection will be asked to place their signed complaint or request in writing and to submit it to the Director. When a written complaint is filed, the Director will review the complaint and respond to the patron. If the patron is not satisfied with the Director’s response, the decision of the Director may be appealed to the Library Board.
USE OF COMPUTER RESOURCES:
The library provides access to computer equipment, programs, databases, and the Internet (collectively, the “computer resources”) for informational and educational purposes. All users of the library’s computer resources, both staff members and patrons, are expected to use these resources correctly and only for legal purposes.
The library provides Internet access to the public in order to make available a vast array of information resources and to allow members of the public to become familiar with state-of-the-art information technology.
The Internet and its available resources contain a wide variety of material and opinions from varied points of view. In offering Internet access, library staff cannot control access points, which often change rapidly and unpredictably. Users are hereby notified that they are responsible for the access points they reach. Parents of minor children must assume responsibility for their children’s use of or exposure to the Internet through the library’s connection.
The library does not attempt to restrict access to Internet sites. The library wishes to make the Internet and all computer resources available to anyone who respects the rights and property of others, including the library, and who abides by these policies. While constitutionally-protected speech and information is available for access by all library patrons, the library must also be mindful and respectful of the rights of other patrons (particularly children) not to be inadvertently exposed to material and images that are not constitutionally-protected or that they (or their parents) may find personally unsuitable.
1. Users of any age must sign a disclaimer absolving the library of any responsibility for whatever is found on the Internet and/or the public workstations. Parents must sign disclaimers for children at the age of 15 or younger. Signing the disclaimer also says the user has read and understands the Usage Policy.
2. Parents must give written permission for any child 15 years or younger to use the Internet without the parent being present. Children ages 6 and younger must be accompanied by an adult while using the computers.
3. Patrons are allowed 2 hours of computer usage after signing in. If all terminals are in use; patrons may reserve a computer. Reserves are made on a day-to-day basis only. Only one person will be allowed at a workstation at any time. The exception to this rule is when a parent/guardian is supervising his/her child’s use of the Internet.
4. The library reserves the right to review and delete any files on the hard drives or on public access disks. In general, the library will treat information stored on computers as confidential; however, patrons are encouraged not to store any files on the library’s computers but to use their own storage disks.
5. The fee for printing is $0.15 per page for Black printing and $0.70 for Color. Copies can be made from the scanner in the genealogy room for $1.00. Printing from the computer printer must be completed by 7:45 P.M. on Monday-Thursday and by 4:45 P.M. on Friday-Sunday.
6. Library computer workstations may not be used to:
· View or transmit sexually explicit material that appeals to the prurient interest or any other material that is not constitutionally protected or to conduct other illegal activity.
· Violate any federal, state, or local laws, ordinances, rules, or regulations.
· Harass other persons or parties.
· Libel or slander other persons or parties.
· Destroy or damage equipment, software, or data belonging to the library or users.
· Disrupt or monitor electronic communications.
· Copy copyrighted or other protected material.
· Violate computer system security.
· Use others computer accounts, access codes, or network ID numbers.
· Violate software license agreements.
· Perform any activity deemed inappropriate by the library.
7. Any library staff member who observes a person viewing material that is in opposition to this computer use policy will direct that person to remove the material from the computer screen and to refrain from viewing such material in the future. Any person who refuses to comply with these directions will be asked to leave the library premises. Library staff may contact law enforcement officials to enforce compliance with such a request.
8. A violator of these guidelines will be barred from entry into all library facilities for a period of time commensurate with the nature of the violation, in the sole direction of the Library Director or the Director’s designee. A person will be considered in violation of these guidelines if he or she refuses to comply with the directions of the staff, or if he or she repeatedly uses the computer resources in an inappropriate manner, requiring the staff to intervene. The following penalties will generally be imposed, subject to the discretion of the Library Director or the Director’s designee:
a. For a first offense, the violator will be excluded for the remainder of the day.
b. For a second offense, the violator will be excluded for up to one week, at the discretion of the staff member who observes the violation.
c. For a third offense, the violator will be excluded for up to one month, at the discretion of the staff member who observes the violation.
The Library Director may exclude a habitual offender for a longer period of time, or permanently. (Note: An unattended child should not be asked to leave the building unless that child is clearly capable of making his or her way home safely. For instructions on handling this kind of situation, see Unattended Children Operating Procedure.)
9. The Princeton Public Library assumes no responsibility for any damages, direct or indirect, arising from use of the World Wide Web server or from its connections to other Internet services.
